APEAMEX: sus asociados exportadores ya cuentan con el Certificado Laboral para la Agroexportación

The Mexican Ministry of Labor and Social Welfare (STPS) has launched the VELAGRO platform to process the Labor Compliance Certificate for Agricultural Exports. The pilot program began with avocados, and exporter registration opened on September 17, 2026.

What is the certificate, and what is it for?

It is an official document issued by the STPS to certify compliance with labor and social security obligations by those involved in the production and export of agricultural products.

As of October 1, 2026, avocado exporters must hold a valid certificate to carry out their exports. Without this document, avocados cannot be exported, even if all other administrative and plant health requirements have been met.

Who is required to apply for it?

The exporter is responsible for obtaining the certificate, and the application must be submitted online through the STPS VELAGRO platform.

During the pilot program, growers, harvesting companies, and packing facilities are not required to apply for separate certificates.

However, each participant remains responsible for fulfilling their own labor and social security obligations toward the individuals working for them.

What information must exporters register?

From November 1 through November 7, 2026, exporters must enter into VELAGRO the information corresponding to growers, orchards, and other participants, in accordance with the program's applicable rules.

This group of participants is referred to as the "value chain": all those involved in the different stages, from avocado production through export.

What should growers do now?

At APEAMEX, we encourage our members and fellow growers to review and organize their documentation demonstrating compliance with labor and social security obligations.

The fact that the exporter obtains the certificate does not exempt growers from their own labor and social security responsibilities.
